The Ulster County Law Enforcement Center is located in Kingston, New York. The Ulster County Sheriff’s Department manages and operates The Ulster County Law Enforcement Center

At any given time the Ulster County Law Enforcement Center can detain as many as 426 inmates. In this jail most of the inmates do not stay very long, if at all.

While being economical the mission of the Ulster County Law Enforcement Center is to supply the inmates with all the resources they need. 

The jail operates in a way that surpasses national and state standards.

Sending a Mail/Care Package

The Ulster County Law Enforcement Center inmates are allowed to receive written letters in the mail from their family and friends. For safety reasons, all letters will be examined by jail employees when they arrive. The letters will get passed out to the correct inmate after the jail employees check them. 

There are a number of items you are not allowed to send when sending things to the jail along with your letters. Here is a list below:

The Ulster County Law Enforcement Center inmates are allowed to get books, newspapers and magazines. The books, newspapers and magazines will need to be sent straight from the bookstore or publisher to the Ulster County Law Enforcement Center. All books that are sent to the jail must be new and paperback. All used and hardcover books are not allowed. Books will be sent back to the sender if a used or hardcover book is sent.

Sending Money

The Ulster County Law Enforcement Center inmates will need money to buy things from the commissary. A cashier’s check or money order can be sent directly to the Ulster County Law Enforcement Center if you would like to fund an inmates account. Make sure to make the money payable to the inmate. Keep in mind, you will need to have the inmate’s PID number and date of birth are on the cashier's check or money order.

You will need to make sure you write the return address on the envelope if you are going to mail the money order or checks. You will need to give the money orders several days to be deposited into the inmate’s bank account.

Phone calls

The Ulster County Law Enforcement Center inmates are allowed to make phone calls to their family and friends. The Ulster County Law Enforcement Center inmates are not allowed to get any incoming calls. 

Calling features such as three-way calling and call forwarding are prohibited for the inmates to use. The call will be disconnected right away if an inmate is caught using these features. Disciplinary action will be taken up against the inmate. 

There are a couple of ways inmates can make phone calls from the Ulster County Law Enforcement Center. The Ulster County Law Enforcement Center inmates are allowed to make collect calls. Inmates will only be able to call those who have a landline. Inmates will not be able to call those who have a cell phone. The individual receiving the collect call is the one responsible for any and all charges from the collect call. Ulster County Law Enforcement Center is not responsible for any charges that come from the from the collect calls.

Most of the inmates opt-in choose to use the (GTL) Global Tel*link. Global Tel*link contracts with the Ulster County Law Enforcement Center. You will need to create an account to use this service. You can call Global Tel*link at 1-888-415-0377 or you can visit their GTL website.

Email

The Ulster County Law Enforcement Center inmates do not have a way to get onto the internet. The inmates can not keep in touch with their friends and family using any electronic messaging systems. You will need to send an inmate a written letter in the Ulster County Law Enforcement Center if you would like to stay in touch with them to the address above.

Visiting Rules

The Ulster County Law Enforcement Center inmates are allowed to have visitors. All visitors under the age of 18 will are allowed to visit, however, they will need to be with by their legal guardian. Before you will be allowed to visit you will need to show your driver’s license, state identification card, or their United States Passport. 

Keep in mind, you will need to keep all your personal belongings in your car. Personal belongings are not allowed in the visitation area.

For each week the Ulster County Law Enforcement Center inmates will receive two free 25-minute on-site visits. All visits at the Ulster County Law Enforcement Center are video visits. Visits must be scheduled. You can schedule your visit here.

Inmates are allowed more visits, however, there are fees associated with those visits. The fees are listed below:

  • $5 for 10 minutes
  • $12.50 per 25 minutes
