The Howard County Youth is actually known as Robert. J. Kinsey Youth Center. The Robert J. Kinsey Youth Center has the best interest of all juveniles in mind when it comes to their entire mission. The Robert J. Kinsey Youth Center wants to provide one of the safest and secure facilities for juveniles. The Robert J. Kinsey Youth Center focuses on growing within their environment.

The Robert J. Kinsey Youth Center also operates through the Functional Family Therapy, Emergency Shelter Care, and the Secure Detention. Every program that is offered at the Robert J. Kinsey Youth Center is licensed by either the Indiana Department of Corrections or the Indiana Department of Child Services.

All juveniles that are in the Robert J. Kinsey Youth Center are either brought here by the Indiana Department of Child Services or they are brought here by the Juvenile Probation Department from the Juvenile Court system.

The Robert J. Kinsey Youth Center can house up to 28 juveniles at one time. The Robert J. Kinsey Youth Center is a coeducational facility that housing juveniles that are in need of a secure custody environment. All juveniles that are placed in the Robert J. Kinsey Youth Center will fit all of the detention criteria that is set by the Indiana Juvenile Code.

The main program structure of the Robert J. Kinsey Youth Center is inspired by the Positive Peer Culture model. This entire model utilizes many positive elements that create an amazon peer counterculture that helps negates any and all negative behavior, but at the same time provides motivation to keep developing and maintaining positive behavior. Positive Peer Culture has 4 main values: Trust, Respect, Responsibility, and Help.

The Robert J. Kinsey Youth Center also utilizes a Behavior Modification system as well. Juveniles are permitted to earn more privileges as they advance through these various levels.
